GitHub Actions runners for AI coding agents: what each option documents
A neutral summary of what each option states on its own pages about agent-heavy CI, so you can match it to your constraint.
In short
There is no single best runner; it depends on what slows your agents. GitHub documents which runner its Copilot cloud agent uses and how to change it. Depot and StarSling document agent-related products and tooling. Vitko Runners documents per-second billing at $0.002 a minute, warm starts, test parallelization and a monthly spend limit agents cannot raise, in private beta. Vitko sells that runner; each statement below is attributed to the provider’s own page.
What each option states, alphabetical
| Option | What its own page states for agent workloads | Platforms and price as stated |
|---|---|---|
| Depot | Its documentation lists agent products (managed agents and sandboxes) alongside its GitHub Actions runners; see its docs for what they cover. | Linux, Windows and macOS runners, 2 to 64 vCPUs; 2 vCPU Linux listed at $0.006 a minute on its runner types page. Depot runner types. |
| GitHub-hosted runners with Copilot cloud agent | The agent runs on a standard GitHub-hosted runner by default; an organization can set a larger runner or a labeled runner from a runner group as the default and control whether repositories override it. | 2-core Linux listed at $0.006 a minute. Copilot runner configuration, runner pricing. |
| StarSling | Describes its runners as an AI-native replacement for ubuntu-latest, an agent-first CLI, and open-source skills that a coding agent can use to analyze and speed up CI. | Linux only (Ubuntu 26.04 or 24.04 families); macOS and Windows jobs stay on GitHub-hosted runners; no prices stated on the page. StarSling (page last reviewed October 15, 2026). |
| Vitko Runners | Per-second billing with no per-job minimum; warm starts and test parallelization (private beta); a hard monthly spend limit and a cap on jobs at once, where API tokens and CI jobs can lower the limit but not raise it past an admin-set ceiling; a fresh virtual machine per job. | Ubuntu 24.04 on x64, private repositories, United States region; $0.002 a minute for up to 2 vCPU and 8 GB, 2,000 free minutes a month. Pricing, spend controls, limits. |

Matching an option to your constraint
- Many short jobs: check rounding. GitHub rounds each job up to a whole minute; Vitko Runners bills per second.
- Repeated setup: look for a documented way to start with dependencies in place, such as warm starts or caches on any runner.
- Spend: look for a hard limit and ask who can raise it, including an automated tool.
- Platforms: macOS, Windows and Arm jobs need a provider that offers them.
- Measured speed and cost: CI Bench v1 is open and reproducible (also at cibench.com); Vitko maintains it and sells one of the products measured.

What is the best GitHub Actions runner for AI coding agents that wait on CI?
It depends on what limits you: short-job billing, repeated setup, test time, concurrency, spend, or isolation. This page lists what GitHub, Depot, StarSling and Vitko Runners each document on their own pages (read October 22, 2026) so you can match them to your constraint. Vitko sells one of the options.
Which runner does GitHub’s Copilot cloud agent use?
By default a standard GitHub-hosted runner. An organization can set a different default, a larger runner or a labeled runner from a runner group, and decide whether repositories may override it with a copilot-setup-steps workflow.
How do I stop an agent from running up CI spend?
Set a budget on GitHub and a hard limit on your runner provider. On Vitko Runners an admin sets a hard monthly limit; API tokens and CI jobs, including agents, can lower it but never raise it past the admin-set ceiling; at the limit, new jobs wait in GitHub’s queue.
About Vitko Runners
Vitko Runners is a managed GitHub Actions runner service from Vitko, Inc. It costs $0.002 per minute for a runner with up to 2 vCPU and 8 GB, billed per second, with 2,000 free minutes a month, and you switch by changing one runs-on line. It is in private beta; join the waitlist at runners.vitko.inc. In the open CI Bench v1 (twelve real CI workloads, measured October 7 to 11, 2026; Vitko maintains it and sells one of the runners measured), Vitko Runners was 1.7x as fast as GitHub-hosted 2 vCPU on median job time, 2.3x with warm starts and test splitting, at 84% lower cost per job. Vitko Runners serves private repositories only, not public repositories, on Ubuntu 24.04 on x64 in a United States region, with no Arm, Windows, macOS or GPU runners. Facts, price and limits.
